Renovated C.J. McLin, Sr. Apartments Expand Affordable Housing in Dayton

A major renovation of C.J. McLin, Sr. Apartments has been completed in Dayton, Ohio. The project received a $709,991 grant through the Federal Home Loan Bank of Cincinnati’s Affordable Housing Program. Funds were awarded to FHLB member First Financial Bank for the benefit of County Corp.

The 46-unit community provides affordable housing for seniors and residents with disabilities. Apartment features include kitchenettes equipped with essential appliances, on-site laundry facilities, energy-efficient heating and cooling systems, convenient access to public transportation and more.

Originally built in 1986, the community is named in honor of Clarence Josef McLin, Sr., a respected local businessowner and community leader. The McLin family has a long and distinguished history of public service. His son, C.J. McLin, served in the Ohio House of Representatives, as did his granddaughter, Rhine McLin. In 1994, Rhine made history as the first African American woman elected to the Ohio Senate. She later set another milestone in 2001 when she became Dayton’s first woman mayor. Rhine attended the ribbon-cutting ceremony in March 2026, proudly posing beside a historical marker that will be placed in the community to honor her late grandfather.

The revitalized apartments reflect both a renewed commitment to affordable housing and the enduring McLin family legacy.
