Meet Tabetha Boggs and Katharine Conklin

Meet two recent additions to our Housing and Community Investment team who help support our mission of providing affordable housing in the Fifth District.

Tabetha Boggs

Tabetha Boggs is no stranger to the financial industry, having worked at The Bank of Kentucky (now Truist) and Fifth Third Bank, both for seven years. She started at FHLB Cincinnati in our Correspondent Services department before transitioning to the Housing and Community Investment department this past October. Tabetha now serves as Housing Financial Analyst I.

As a Housing Financial Analyst, Tabetha works with our members and sponsors to pre-qualify low-income households for our Affordable Housing Program (AHP). She is passionate about her work and the positive impact it makes throughout Kentucky, Ohio and Tennessee.

“I have been reading applications from homebuyers describing less-than-ideal living conditions and homelessness,” said Tabetha. “What resonates with me is that the AHP here at FHLB Cincinnati is helping families get into safer and healthier homes for their children.”

She lives in Independence, Ky.  and enjoys frequent visits with her two nieces. In her free time, Tabetha loves traveling and photography. She is currently finishing up her Masters of Business Administration at Northern Kentucky University.



Katharine Conklin

Currently pursuing a Master’s of Public Policy through DePaul University, Katharine Conklin attended Juniata College where she earned a Bachelor of Science in Human Ecology and a Bachelor of Arts in French Studies. She has been with FHLB Cincinnati since July 2023 as a Housing Research and Reporting Analyst. In her role, Katharine helps research the needs of the Fifth District, writes and updates our Targeted Community Lending Plan, reviews our Affordable Housing Program applications, and analyzes the data from our various programs to make recommendations for future offerings.

Prior to joining the Bank, she worked for the Peace Corps as a 7th-10th grade physics and chemistry teacher in a small village in Guinea, West Africa. Upon returning from the Peace Corps, Katharine worked as an International Operations Coordinator at an international emergency assistance company.

“By gaining experience at different jobs leading up to my current employment, I was able to recognize the meaningful work that the HCI Department is doing,” said Katharine. “As I continue to learn and develop with the Bank, I hope to be able to make positive contributions using knowledge gained from my experiences and studies.”

While she may have only been with the Bank a short period of time, she is dedicated to helping us achieve our affordable housing goals.

“Listening to and understanding the barriers and struggles that sponsors and our members are facing when it comes to helping people get and remain in affordable housing, in addition to reviewing up-to-date national and state housing research, helps us understand the needs of our District and where we, as the Bank, can step in to help meet these,” said Katharine.​
