Meet Laura Overton and Jamie Board

May 15, 2026

Meet two members of our Housing and Community Investment (HCI) team who keep our Affordable Housing Program moving forward and delivering meaningful impact.

Laura Overton

Laura Overton has been serving the Bank since 2006 and currently holds the role of Affordable Housing Program (AHP) Officer within the HCI Department. In this role, Laura oversees AHP policy research and updates, manages staff responsible for funds disbursement and compliance, and coordinates everything from AHP workshops to the application submission and review process. She also partners closely with the Software Engineering team to enhance AHP systems and serves as a trusted data steward and advisor for teams seeking guidance on housing funded through FHLB.

Laura brings a unique academic background to her work, holding both an Honors Bachelor of Arts degree—with a major in ancient Greek and Latin and a minor in philosophy—and an MBA from Xavier University.

Laura sees the real impact of HCI’s work every day through funding housing for people experiencing homelessness, individuals with special needs, first-time homebuyers and more, while also promoting affordability, energy efficiency and climate resilience to housing providers.

“I love incorporating ways to benefit the low-income population into the Affordable Housing Program and then making sure those benefits are delivered through unbiased and consistent implementation,” said Laura.

A resident of New Richmond, Ohio, she often spends summer weekends in Dry Ridge, Ky. making the most of family time with her husband Charlie, two children and a big extended family. Outside of work, she enjoys sand volleyball and great food. She is guided by a strong sense of faith and values that shape how she approaches both her work and her life.

Jamie Board

Jamie Board recently celebrated eight years at the Bank, marking her “bankiversary” this past March. She serves as the AHP Disbursement Assistant Manager within the HCI Department, where she leads the team responsible for turning AHP awards into action by getting funds accurately and efficiently out the door. Her work ensures that approved projects can move forward and deliver real housing impact in the communities they serve.

Jamie earned her Bachelor’s degree in Fashion Merchandising from the University of South Carolina. While her degree may not directly align with her current role, it reflects the creativity and people-centered thinking she brings to her work.

What Jamie values most about her role is the intersection of strategy and purpose.

“My role blends strategic thinking with mission-driven work,” she says. “I thrive when I can solve complex problems, build strong partnerships and contribute to long-term housing solutions.”

Jamie lives in Park Hills, Ky. with her fiancé, Kevin, and their energetic and fun-loving four-year-old son, Leo. Outside of work, Jamie enjoys spending time on the water whenever she can. On dry land, she can often be found playing board games and working through puzzles with her preschooler.
