The Affordable Housing Program (AHP) is a subsidy program designed to finance housing for low- and moderate-income families. The funds are made available through the Federal Home Loan Bank System that is comprised of the 12 Federal Home Loan Banks and their member stockholders (members) throughout the country. |

The Federal Home Loan Banks are wholesale sources of credit that lend only to financial institutions that are member stockholders of a specific Federal Home Loan Bank. Members include savings institutions, commercial banks, credit unions and insurance companies. Non-profits, local governments, community development corporations, individuals, and other sponsors seeking AHP funding must submit an application through a financial institution that is a member of a Federal Home Loan Bank. The Federal Home Loan Bank of Cincinnati (FHLBank) serves members in the Fifth District which includes the states of Kentucky, Ohio, and Tennessee. |

| New Priorities for the Second Offering 2008 |
 |
The Board of Directors of the Federal Home Loan Bank of Cincinnati has taken several extraordinary actions to address foreclosure problems in the Fifth District. The Board provided a set-aside of Community Investment Funds to be used for refinancing first mortgages, committed funds from FHLBank earnings to assist members and non-profit agencies provide foreclosure prevention counseling and loan work-outs, and requested regulatory relief in order to provide a special set-aside of grant funds to help homeowners avoid foreclosure. |

The Board also approved targeting the second offering of AHP for 2008 to bring vacant properties back into occupancy, especially in communities with high rates of foreclosures. This offering represents a major change in the AHP scoring. The revised AHP Implementation Plan, the Scoring Criteria, and Definitions are included in documents below. The FHLBank will also provide several workshops and webinars discussing these changes. If you are interested in applying for AHP in the second offering, you should participate in one or more of these opportunities.

Please review these changes carefully – the priorities and the scoring have changed for this offering to reflect a clear priority for projects in high foreclosure areas and projects targeting properties vacant because of foreclosure. |

| Source of Funds |
 |
Each of the Federal Home Loan Banks sets aside 10 percent of annual net earnings to be used as subsidies to finance affordable housing development. The funds are made available through financial institutions that are members of the Federal Home Loan Banks. |

| Use of Funds |
 |
AHP funds can be used in a variety of ways to fund new construction, purchase and/or rehabilitation of owner-occupied and rental housing for very low-, low- and moderate-income households. Very low-income households are those with incomes at or below 50 percent of area median income. Low- and moderate-income households are those with incomes at or below 80 percent of area median income. The area median income guidelines for rental and owner-occupied projects (see below) are defined by the U.S. Department of Housing and Urban Development (HUD). |

| Funds Availability |
 |
AHP funds are made available in competitive offerings conducted two times per year. Interested members and sponsors have until the closing date to develop a project eligible for funds and to submit an application. |

| Application Process |
 |
A nonprofit, community-based organization, local government, for-profit organization, etc. seeking funds for a program or project should identify a member of the FHLBank and work directly with that institution to develop an application that is eligible for funding. The FHLBank can only accept applications from members. A listing of members may be obtained by clicking on the Membership button in the main navigation above. |

The member submits the completed application to the FHLBank. The FHLBank will review, analyze, underwrite, and score the application, taking into consideration: |

Project Scoring Criteria |

Following the submission deadline, applications will be scored and reviewed to determine whether they meet all threshold and eligibility standards. The applications receiving the highest scores and sufficient to exhaust the available subsidy will be given final approval. Funding awards will be announced 75-90 days after the submission deadline. |

The FHLBank places a per member subsidy limit of 30 percent of the available subsidy in a single funding period, or 15 percent of the available subsidy each year. |

AHP subsidy limited to $50,000 per unit. |

Retention |

Only applications with provisions for maintaining the housing for low-income persons for specific periods of time (i.e., five years for owner-occupied housing and 15 years for rental housing) will be considered in the application process. The methodology for ensuring retention must be a legally enforceable restriction in the warranty deed or restrictive covenant to the warranty deed requiring that the Federal Home Loan Bank of Cincinnati be given notice of any sale or refinancing of the AHP-assisted unit(s). |

Project Sponsor Qualifications |
|
Sponsor must demonstrate a track record of conceptualizing, financing, developing, completing, and operating projects of similar size/type. |
|
If the sponsor has received prior AHP awards, the sponsor must have demonstrated a capacity to comply with all aspects of the application, reporting, and monitoring requirements of the AHP regulation. This includes providing monitoring reports in a timely fashion and utilizing funds within the prescribed timeframes. |

Compliance with all applicable federal and state laws on fair housing and housing accessibility, including, but not limited to, the Fair Housing Act and Amendments, the Architectural Barriers Act, the Rehabilitation Act, the American’s with Disabilities Act, and the Equal Credit Opportunities Act. |

| Scoring Criteria |

 |
Applications which meet the eligibility requirements will be scored using a 100 point scoring system, with points awarded based on satisfaction of nine scoring criteria. The Scoring Criteria are shown below under 2008 AHP Implementation Plan, Attachment A – Scoring Criteria. |

| Recapture |
 |
Once AHP funds have been disbursed to the member and one of the following occurs: |
 |

prepayment or repayment by a borrower of the member’s loan |
 |
 |
| · |
refinancing; or |
 |
 |
| · |
misuse of funds. |

 |
The FHLBank is required by regulation to recapture the funds. Sponsors should anticipate that members will place similar recapture requirements on their loans and grants. |

 |
| Agreements |
 |
 |
Members and sponsors or project owners will be required to sign written agreements with the FHLBank to ensure the units are subject to legally enforceable deed restriction and to ensure appropriate pass through and use of the AHP subsidy, or in some cases, recapture and repayment of subsidy to the FHLBank. |
|
 |
| Technical Assistance |
 |
The FHLBank does not accept applications directly from sponsors, non-profits or local governments. The FHLBank is, however, a source of technical assistance in developing projects and can refer sponsors to members, if requested. |
