Quality Assurance Manager

Works with project stakeholders to define and prioritize system requirements. Serves as a liaison with third party vendors and/or the Systems and Programming and Technical Support Departments to evaluate system functionality and develop scoring methodologies to assess the fit between the requirements and the software. Coordinates and assists with planning, analyses, and conversion(s) of existing systems and/or developing customization(s), testing, training, documentation and implementation of new systems to ensure the selected solution meets quality level and functional requirements.

Knowledge at a level normally acquired through the completion of a Bachelor's degree in business with concentrated coursework in finance, computer science, and/or accounting plus three to five years of related work experience are required. Demonstrated experience in both large- and small-scale project management, preferably in the areas of finance and accounting. Certification in the area of Project Management preferred. Knowledge of data management techniques including understanding of database design and maintenance. Advanced skills in Excel and proficient in the use of Word and Outlook are required. A strong understanding of other applications, including Access or VBA is highly preferred. Knowledge of the financial industry, interest rate swaps, cash hedge instruments, cash management, fixed income securities, overnight Federal funds, and money market instruments and other short term investments required. Experience in developing and/or converting financial reporting systems preferred. Experience in estimating costs (time, resources) resulting from changes in project scope and demonstrated ability to create accurate cost/benefit analyses of such changes.

Requires daily use of personal computer. Flexibility to meet changing deadlines and occasionally work outside the FHLBank's normal business hours (i.e. weekends or evenings). Ability to make decisions and formulate an immediate plan of action to address potential problems. Ability to meet multiple deadlines. Confidence to handle close scrutiny by examiners and auditors.

Staff Accountant – Financial Reporting

This position performs a variety of monthly, quarterly, and annual financial reporting functions and other projects, including preparing and reviewing various reports for certain internal or external parties. Duties performed in an accurate, reliable, and timely manner and in compliance with financial reporting requirements of generally accepted accounting principles (GAAP) and regulatory agencies. Assists in the organization, maintenance and documentation of Accounting policies and procedures.

Knowledge of accounting at a level normally acquired through completion of a Bachelor's degree in Accounting and one to two years of related experience. General knowledge of GAAP. Understanding of accounting and related systems (general ledger, PC-based, and other supporting automated and manual systems). Capability to develop factual reports through data gathering, interpretation, compilation and analysis of information. Ability to concentrate and pay close attention to details under tight deadlines. Knowledge and ability to research, understand and apply accounting standards and other regulatory requirements.
